One Of The Best. Period.

It simply accomplishes what other products can not accomplish. For light surface scatches/swirls, use as the first step in a 2 step process. For heavy scratched/swirled paint, if used between a heavy compound and polish, #83 will make any perfectionist happy.
I would not use it alone--it needs polish afterwards, and a heavy compound before if the finish is really bad (or for wetsanding) but there is really no real one step compound out there, in my opinion.
The results also last forever. Some cheap compounds and glazes do nothing but cover up paint with 'grease', and when washed away, ends up looking the same or worse after a few weeks. But Meguiars #83 seems to actually fix problems like the natural swirls a vehicle accumulates over time on the paint.
For me it earns a five star rating. One of the best products I have ever used, and I have used over 100 over 7+ years of detailing.
